Khmer Cold Chain’s vision is the be the leading third party-logistics (3PL) provider of temperature-controlled logistics (TCL) services, delivering international quality services to the Cambodian and regional farmers, agribusiness, food processers, pharmaceutical companies, food retailers and hotels, restaurant, caterers, (HORECA) and the institutional sector at competitive prices.

Objectives:
The main objective of this consultancy is to develop internal Human Resources, Procurement, and Operational policies and guideline for Khmer Cold Chain.

Scope of Work:
The scope of services will include but not limited to:
1. Review the existing templates Human Resources, Procurement, Operation Policies and Guideline available at Khmer Cold Chain. Identify missing policies and procedures required.
2. Develop a user friendly and best practices Humane Resources, Procurement, Accounting, Operations Policies and Guidelines for Khmer Cold Chain.
3. Provide a presentation suitable for training of internal staff to implement the policies and guidelines.
4. Branding and formatting of policies
5. Translation of procedures from English to Khmer.

Counterpart Support
Khmer Cold Chain companies will provide office space, institutional supports and logistic excluding PC and Laptop. The consultant (s) will work closely with companies’ staff to study the existing practices and resources available. A template procedure and guidelines will be provided for several of the procedures.

Reporting and Deliverables
The Consultant(s) will be responsible to report to the Senior Director, and she / he will submit the following deliverable to Senior Director in due time:

Qualifications and Experiences

  • Advanced university degree in social work, business management, human resources management and other relevant skills.
  • Existing in-depth experience Temperature Controlled Logistics (TCL) sector is a plus.
  • At least ten (10) years general work experiences in the field of Human Resource s Management, Operations Management, Procurement Management and internal policies and guideline development.
  • Sound understanding of principles underlying good practices of Human resource, Operations, Procurement policies and guideline of local, international, and Cambodian government rules and regulations (Standard and Procedures on Procurement Practices), and the ability to integrate those rules and regulation into the internal documents Khmer Cold Chain companies.
  • Excellent communication (both oral and written) in English (khmer is a plus), interpersonal and computer skills and strong negotiation and presentation skills.

Payment Schedule

This is a time and results-based contract, and payments will be made monthly. Consultant(s) required to submit timesheet, progress report and support documents in compared to the agreed work schedule and timeline.
